Clifford Chance (CC) and Baker & McKenzie have advised on the second phase of financing for a $10.8bn (£6.8bn) aluminium development in Saudi Arabia. CC advised a consortium led by 15 banks, including the Arab National Bank and The Saudi Investment Bank, providing $2.15bn (£1.3bn) of financing for a $3.58bn (£2.2bn) bauxite mine and alumina refinery to be developed at Al Ba’itha in Saudi Arabia.

and economically robust, attracting significant levels of foreign investment. Indeed, given Saudi Arabia’s strategic position in the Gulf, and the fact that it is consistently the world’s first or second-largest oil producing nation (along with Russia producing more than 10 million barrels per day, but exporting more of its production and having four times greater proven reserves), markets have breathed a collective sigh of relief that the political and social upheavals taking place across the Middle East since the Arab Spring began have not negatively affected the Saudi economy or society.

Shearman & Sterling and White & Case have taken lead roles on a $20bn (£12.3bn) joint venture (JV) that will see Dow Chemical and Saudi Arabia’s Aramco build a petrochemical complex in the Saudi city of Jubail. US law firm Shearman has taken the lead role for Dow Chemical, fielding a team led by London managing partner Nick Buckworth, who worked alongside fellow project finance partner Ben Shorten.

The most bizarre event so far of the third Opec summit in Riyadh, which properly gets under way today, was the accidental broadcast yesterday of about half an hour of the proceedings of the private meeting of energy, foreign and finance ministers, discussing the idea of including a mention of the weak dollar in the summit’s final declaration. The footage was shown on the widescreen TV in the press room, and it is rumoured, right through the TV system in the Intercontinental Hotel, where the meeting was being held, until Saudi officials worked out what was going on – possibly alerted by wire service reports – and rushed to pull the plug.

The most sensitive comments were made by Saud al-Faisal, the Saudi foreign minister, who warned of the danger of a dollar “collapse” if the final statement mentioned the dollar. “Just indicating that we have charged finance ministers with studying this issue … would mean a decision taken by Opec would have the opposite effect and the media would pick up on this point,” he said, in Reuters’ translation. “And then perhaps we would find that the dollar had collapsed, instead of us having done something in the interest of our countries.”

Saudi Arabia is making a major push make renewables, especially solar power, a bigger part of its energy mix. The oil-rich country is aiming to have 41 GW of solar power capacity installed by 2032 as well as a host of other renewable energy projects like wind, geothermal and waste-to-fuel plants.

The country is planning to install 16 GW of solar photovoltaic power and 25 GW of concentrated solar power. This breakdown makes sense with CSP being very well suited for hot desert environments.

The country hopes to cut down on its oil use and increase its presence in the solar power industry. Saudi Arabia is opening up bidding for the projects in two different rounds with project sizes ranging from 5 MW and up to determine who will build the installations.
